The Board of Assessment Review (BAR) is a quasi-judicial body responsible for hearing and reviewing complaints from property owners who dispute their property tax assessments. BAR members serve five-year terms and must have basic knowledge of local property values.
The BAR meets annually on Grievance Day (often the fourth Tuesday in May, though dates vary) to evaluate written complaints submitted via Form RP-524. Property owners contesting their assessment must provide evidence, such as comparable property values, to argue their case. The BAR renders impartial decisions, directing the assessor to adjust assessments if warranted. If dissatisfied with the BAR’s ruling, owners can pursue further review through Small Claims Assessment Review (SCAR) for certain residential properties or tax certiorari proceedings in state Supreme Court within 30 days of the final assessment roll. The BAR ensures fair assessment practices but does not address tax rates or amounts, focusing solely on assessed property values
